Data set and documentation by Steve Pratt 6/04/1999.

This data set and criteria is used for creating proposed cross sections and earthwork for RRR types
of projects.

The intent here is to mill the existing pavement (as found with graphical lines in a dgn file).
The material generated by milling will be laid back in place at the same depth and width.

Allowance has been made to add a user defined overlay depth.  The width of the overlay is determined
by graphical elements found in a dgn file.

Allowances have been made for building 3 layers underneath the widened shoulder:
	1.  PAVED SHOULDER
	2.  ROCK 1
	3.  ROCK 2
	
Staking notes can also be created that include:
	1.  Slope stakes
	2.  Blue/Red/Yellow/XYZ
